Priorities for February 2010

OPD TRAFFIC DIVISION PRIORITIES:

#1 (OPD Traffic) North Hills Neighborhood Council (NH NC) requests that the OPD Traffic Division place a radar trailer (‘slow trailer’) facing uphill on Caldecott Lane, during the month of February, 2010. Reason for priority: Uncontrolled speeding during these hours on this street.

#2 (OPD Traffic) North Hills Neighborhood Council (NH NC) requests that the OPD Traffic Division place a traffic officer, for the purpose of ticketing for not stopping at stop sign, at the 4-way stop intersection of Broadway Terrace and Mountain Boulevard, during any daylight hours, but especially during the weekday rush hours of 7 a.m. to 9:30 a.m. and from 4:30 p.m. to 6:30 p.m. at least two times a week during the month of February, 2010. Reason for priority: Uncontrolled stop-sign running during these hours on these streets.

#3 (OPD Traffic) North Hills Neighborhood Council (NH NC) requests that the OPD Traffic Division place a traffic officer, for the purpose of ticketing for speeding, on Caldecott Lane, between Tunnel Road/13 intersection and the Kay overpass (the overpass just before the last entrance on 24 before the Caldecott Tunnel), during any daylight hours, but especially during the weekday rush hours of 7 a.m. to 9:30 a.m. and from 4:30 p.m. to 6:30 p.m. at least four times a week during the month of February, 2010. Reason for priority: Uncontrolled speeding during these hours on these streets.

#4 (OPD Traffic) North Hills Neighborhood Council (NH NC) requests that the OPD Traffic Division place a traffic officer, for the purpose of ticketing for speeding, on Mountain Boulevard (North of Thornhill to Duncan/Florence Terrace), and/or on Duncan (from the intersection of Mountain Boulevard to Broadway Terrace) during the weekday hours of 7 a.m. to 9 a.m. (northbound traffic) and 4:30 p.m. to 6:30 p.m. (northbound traffic) at least twice a week during the month of February, 2010. Reason for priority: Uncontrolled speeding during these hours on these streets.

#5 (OPD Traffic) North Hills Neighborhood Council (NH NC) requests that the OPD Traffic Division provide intensive and on-going traffic enforcement at the five-point intersection of Broadway Terrace (both directions), Glenwood Glade, Pinewood Road, and the on-ramp for Highway 13 during the hours between 6:30 a.m. and 10:30 a.m. and from 4:30 p.m. to 6:30 p.m. Morning enforcement is especially important.
a. Traffic pulls off of Highway 13 at the north-bound Broadway Terrace exit, drives north on Glenwood Glade, and when reaching the stop sign at Broadway Terrace, runs the stop sign in an effort to ‘beat’ the traffic each way on Broadway Terrace, to enter into the Highway 13 onramp.
b. Additional traffic traveling north-bound on Broadway Terrace runs the north-bound stop sign at the five-points intersection in an effort to ‘beat’ the cross traffic coming from Glenwood Glade as well as the south-bound traffic making left turns onto Highway 13.
c. Additional traffic traveling west-bound on Pinewood Road entering the Broadway Terrace intersection also complicate the traffic, and often will ‘scoot’ across the three intersecting lanes of traffic entering the Highway 13 north-bound onramp.
d. Finally, south-bound traffic on Broadway Terrace that wants to make a left-turn to enter the Highway 13 on-ramp do not come to the stop sign at Glenwood Glade, but cut across the center line long before the stop sign in an effort to ‘beat’ the oncoming traffic on Broadway Terrace and cut-off the cross traffic coming from Glenwood Glade.
Traffic enforcement should provide intensive and on-going traffic enforcement in this requested area during the requested timeframes, every day during the month of February, 2010.

Reason for priority: Uncontrolled speeding during these hours on this street.

OAKLAND PARKING ENFORCEMENT DIVISION PRIORITY:

#1 (Parking Enforcement) North Hills Neighborhood Council (NH NC) requests PSD daily parking enforcement around the south entrance to Lake Temescal, with special emphasis on the weekends. The most important location to enforce is near the Broadway Terrace entrance to the park east of 13, including Broadway Terrace, Pinewood, and Glenwood Glade. Illegal parking on these streets by park visitors has become a major safety problem for both pedestrians and motorized vehicle drivers. Enforcement needs to be performed during the month of February, 2010.

OAKLAND FIRE DEPARTMENT PRIORITIES:

#1 (OFD) North Hills Neighborhood Council (NH NC) requests that the OFD evaluate all Beat 13Y streets for emergency vehicle access. The goal is to identify all Beat 13Y streets that require new no-parking signage. The evaluation should be accomplished during the month of February, 2010.

TRANSPORTATION SERVICES DIVISION (CEDA) PRIORITIES:
(Design Phase for the follow-on PWA ESD TMS Implementations)

#1 (TSD) North Hills Neighborhood Council (NH NC) requests that the CEDA TSD evaluate traffic control at the five-point intersection of Broadway Terrace (both directions), Glenwood Glade, Pinewood Road, and the on-ramp for Highway 13, with a goal to improve legal and safe traffic flow. This might be partially achieved by installing physical barriers preventing illegal left-hand turns from south-bound Broadway Terrace for those vehicles wanting to enter into the north-bound 13 entrance. The evaluation should be accomplished during the month of February, 2010.

#2 (TSD) North Hills Neighborhood Council (NH NC) requests that the CEDA TSD work with NH NC to design new signage to be installed on Tunnel Road and Claremont Avenue in an effort to control skateboarding on these two streets. The signage should indicate that skateboarding is an illegal action per the Oakland Municipal Code 10.16.160, and cite the fine amount, and that enforcement is daily. Tunnel Road has become a nationally-known preferred location for skateboarders, while Claremont Avenue is fast becoming the preferred second alternative to Tunnel Road. Signage should be designed, manufactured, and installed during the month of February, 2010.

#3 (TSD) North Hills Neighborhood Council (NH NC) requests CEDA TSD detail the exact process that citizens must perform to request replacement of missing/damaged no-parking signage, to be accomplished during the month of February, 2010.

#4 (TSD) North Hills Neighborhood Council (NH NC) requests CEDA TSD requests immediate replacement of known missing/damaged no-parking signage throughout Beat 13Y, to be accomplished during the month of February, 2010.

#5 (TSD) The North Hills Neighborhood Council (NH NC) requests that CEDA TSD quickly re-evaluate during the month of February, 2010, the temporary traffic solutions implemented for Bentley School drop-off and pick-up each day. Special attention needs to be given to the effect existing solutions impede traffic on (lower North) Hiller Drive downhill, that consequently endangers both the uphill Hiller Drive traffic and the drop-off/pick-up traffic. Current status is the implementation of an Environmental Impact Statement issued in September, 2009.

#6 (TSD) The North Hills Neighborhood Council (NH NC) requests that CEDA TSD quickly repair/replace the plastic delineators on the corner of Thornhill Drive and Alhambra Lane, as well as repair/replace the mid-street pedestrian crosswalk sign, all to be accomplished during the month of February, 2010. Current status is to create work order for PWA ESD TMS.

PUBLIC WORKS AGENCY ELECTRICAL SERVICES DIVISION TRAFFIC MANAGEMENT SECTION PRIORITIES:
(Implementation Phase of CEDA TSD Designs)

#1 (TMS) The North Hills Neighborhood Council (NH NC) requests that the PWA ESD TMS install the plastic delineators on the corner of Thornhill Drive and Alhambra Lane, as well as repair/replace the mid-street pedestrian crosswalk sign. Work to be accomplished once CEDA TSD issues work orders to PWA ESD TMS. This implementation should be accomplished during the month of February, 2010.
